What Is Empirical Probability
What is the empirical probability? First, it is important to clarify that there is no concept of empirical probability in the traditional sense; I am talking about conceptualization of probability here.

Empirical means based on observation and testing; it is a process in which one makes predictions by observing, comparing, and re-testing them. The use of experimental data and experimental procedures in this case to test or verify one's results is known as empirical testing.
Some scientists and mathematicians believe that scientific theories and concepts are grounded in observation, while others feel that these theories and concepts are ideas that arise out of analysis and confirmation. It is not the case that all scientific concepts and theories are based on observation. This is why it is not possible to build a theoretical model for every aspect of the universe in a single lifetime.
The fact is that there are always more factors that can be used to refine and test scientific theories and concepts. They can be factors such as: their intuitive value, the perceived difficulty of implementation, the impact of other theories and other similar factors. That is why, empirical testing is necessary in any scientific endeavor.
Since theories are always evolving, the best way to get more evidence gathered is to perform empirical testing. But the empirical testing is only part of the process. This is where the person who has the idea of a scientific hypothesis must go through his/her own personal data and observation to derive his/her own predictions. This is when it is the best way to validate a scientific theory.
Secondly, a person cannot be absolutely sure that the concepts that he/she is thinking of are the same with what other people have already classified. There is always the possibility that they might be different. It is because everyone is self-categorizing. But no one can ever be absolutely sure.
Empirical testing should always be done based on the expectations that a person has for a particular scientific hypothesis. Those that are very close to the original hypothesis and are most likely to be true will do a better job of testing and confirming the hypothesis. Those that are very far from the original hypothesis are the ones that have to undergo the greatest amount of testing to verify the hypotheses that they originate from.
The most important factor in deciding what is empirically probable is the magnitude of the expected effects or evidence derived from that hypothesis. An effect is the difference between observed and expected values. To determine if something is probable or not, the data obtained for a particular theory has to be scaled with respect to its expected values.
Finally, a theory cannot be proven if there is no evidence to back it up. An observation can only disprove a hypothesis if there is evidence to support the observation.
To know what is the empirical probability, you have to think through the consequences of each theory to see whether it is reasonable. For example, if there is no reason to believe that man can fly, then all theories have to be put to the test. If any of them fail, then all of the theories that make such claims will be discarded.
Once you know what is the empirical probability, you can be sure that there is always a solution to any problem that you face in your life. You can analyze the problem rationally and decide whether it can be solved using one of the existing theories or not. However, you have to keep in mind that the explanation given to you by experts is only a first approximation.
